New state law authorizes school nurses/others to administer drugs in opioid overdoses

Physician assistants are urging Gov. Jim Justice to withdraw his veto of legislation that would revise their scope of practice in West Virginia and authorize they work in collaboration rather than under supervision of a doctor.

Addressing the media in the state capitol, Justice unveiled a series of props as he built up to his announcement.

"We don't have a nothing burger today, and we don't have a mayonnaise sandwich", Justice said in a reference to his previous comparisons for Republican budgets.

"What we have is nothing more than a bunch of political you-know-what", he added, pulling off a silver plate cover to reveal a pile of feces.

Justice then proclaimed he'd veto the budget, which WV Metro News reported didn't include his tax increases on sales, businesses and the rich.

Justice said Thursday that Republican lawmakers have been asking about his expected veto, which would let them avoid blame for any tax increases.




"We have got to stop the nonsense that goes on here", Justice said. It also would apply $90 million from the state's rainy-day fund to help close a projected budget deficit. The new fiscal year starts July 1.

He says the state must also ensure West Virginia patients get treatment from providers "who are current with clinical knowledge".

House Speaker Tim Armstead, a Republican, did not appreciate Justice's theatrics - or the veto.

"This Legislature met for 60 days this year and considered proposal after proposal to raise revenue or reform our tax code, but ultimately did not reach any consensus or build enough support around any of these proposals", Armstead said.

Carmichael said he was disappointed with the veto, but the veto was not unexpected.

The lawmakers' approved Medicaid cut, the attendant loss of federal matching funds and other cuts would have cost West Virginia's health programs $178 million, Justice said. We remain committed to working with both the House of Delegates and the governor to control spending.
