Betty Cockrum, president and CEO of Planned Parenthood of IN and Kentucky, said IN a press release that the bill would have a "chilling effect" on teenagers now dealing with a situation. A state report in 2015 found that almost 30,000 fewer women received birth control, cancer screenings and other care as a result.
The health centers slated for closing are in Sioux City, Bettendorf, Burlington and Keokuk. Planned Parenthood and its allies responded to the videos with a multi-million dollar publicity campaign to control the damage. Not all of those clinics provided abortions, the main source of critics' opposition. A February event raised around $125,000, organizers said, the largest Planned Parenthood benefit ever conducted in the state. "This is a victory for our state, and Iowans for Life is committed to continue working to see all abortion clinics closed in Iowa". The state opted, instead, to allocate $3.3 million to "recreate its own family planning network so that it can prohibit the funding of clinics that provide abortions", per the Des Moines Register.
"These health-center closures are devastating for the patients and communities who rely on us, and for our staff, donors and supporters", said Suzanna de Baca, Planned Parenthood of the Heartland president and chief executive officer.
With Planned Parenthood's closings, there will be one fewer women's health clinic in the Quad Cities.
About 30 staffers who've worked in the four clinics will be laid off.
"Saying, "Oh, well, we can make you give up these providers, and those clients can just be absorbed by other providers" - that's not always true". The health centers will shut down in June.
Yet the rest of the country might follow in Iowa's footsteps if Congress passes the American Health Care Act, the Republicans' vehicle for repealing the Affordable Care Act.
House Republicans passed a healthcare reform bill earlier this month that also would defund Planned Parenthood by preventing the organization from receiving Medicaid reimbursements for one year.
Planned Parenthood says almost half of its patients are below the federal poverty level.
And the bill is not Planned Parenthood opponents' only defunding strategy.
Republican legislators have argued that the move will expand family-planning services by freeing up funds and encouraging existing Medicaid providers to participate in the program.
And then the Trump-Pence administration ascended to power.
The law requires abortion providers to obtain written consent from the parent or legal guardian of an unemancipated minor seeking an abortion.
But public health experts are skeptical. Planned Parenthood said the reason is the state's decision to change its family planning program, which had been funded by Medicaid.
