Trump willing to try engagement with North Korea, on conditions - Seoul

The US policy is to further isolate North Korea and increase sanctions whereas Moon wants a policy of engagement to attempt to improve relations between the North and South.

The comments came hours after the South, which hosts 28,500 USA troops, said it wanted to reopen a channel of dialogue with North Korea as Moon seeks a two-track policy, involving sanctions and dialogue, to try to rein in its neighbour.

U.S. Ambassador Nikki Haley accused North Korea on Tuesday of intimidating the entire global community with its nuclear program, military ability and cyberattacks, and said any country that doesn't implement United Nations sanctions is supporting Pyongyang's actions.

North Korea has feted the scientists and technicians behind its latest missile launch with a parade on the streets of Pyongyang, the state news agency reported on Friday.

Tillerson also said that the USA sends its messages only through public channels and the North shouldn't inquire about USA intentions "through back channels", according to the official.




Mr. Moon's comments came hours after the South, which hosts 28,500 United States troops, said it wanted to reopen a channel of dialogue with North Korea as the South Korean president seeks a two-track policy involving sanctions and dialogue to try to rein in its neighbor.

The North has vowed to develop a missile mounted with a nuclear warhead that can strike the mainland USA, saying the programme is necessary to counter US aggression. Kong arrived in Washington earlier in the day on a mission to deliver Moon's message to Trump and lay the foundations for the first summit between the two leaders.

"We now need to apply pressure on North Korea, and Japan and the United States need to coordinate closely so as to apply pressure", Abe told reporters. "(Seoul) must show that dialogue is possible only when North Korea changes its behavior". He also said there are many companies willing to invest in North Korea and if the North makes the right choice, it will be good for its development, according to Hong.

Asked about Haley's comments, Chinese Foreign Ministry spokeswoman Hua Chunying said China would work hard at reducing tensions on the Korean peninsula and finding a peaceful resolution. The launch of the missile has given the nation's leader Kim Jong Un a superior power over the rest that stand against the country including the United States of America and North Korea as well. The successful test represents a major step in the North's nuclear program.

The agreement, struck by Abe and ousted former South Korean President Park Geun-hye, was meant to "finally and irrevocably" settle the matter, with Japan paying 1 billion yen ($9 million at the current rate) to a fund for the women set up by the South Korean government.
